TobBar is my personal favorite. It creates a horizontal bar on the top of your screen. This bar can contain a number of buttons. The buttons and the bar itself can be skinned. Every button is programmed to execute a script, so you can program every button to execute a popup menu and construct yourself a powerful file access utility. The best feature that this bar has - it can be set to operate just like windows taskbar: when you maximize a window, it will be positioned between the top bar and windows taskbar. That means you can access the bar from every application and you don't need to minimize all windows just to get to the desktop and click on something.
